Joseph Dinolfo, an Engagement Director with Treliant, has nearly 20 years of financial services experience. His areas of expertise include regulatory compliance, risk management, audit, and banking, with an emphasis on consumer credit, mortgage origination, and mortgage servicing. His specialties include regulatory exam management, regulatory risk management, audit program development and management, compliance management program development and management, marketing compliance, third party risk management, fair lending laws, consumer protection laws and operations related to mortgage origination and servicing.

Prior to joining Treliant, Joe served as Deputy Chief Compliance Officer for a Top 10 independent mortgage bank where he led efforts to build and enhance the company’s compliance management and audit programs. Joe partnered with executive management in the development of a robust enterprise-wide compliance program that effectively handled the company’s significant growth. He also led the development of the company’s internal and external audit programs. He successfully managed all elements of both programs to withstand rigorous regulatory agency examinations. Key areas developed included: three compliance lines of defense, compliance testing program, fair lending program, Home Mortgage Disclosure Act (HMDA) reporting program, regulatory exam management, regulatory change management, board and management oversight, and compliance risk assessments. He also served as a member of the audit and business risk committees.

Additionally, Joe has developed and managed several second- and third-line functions in multiple depository institutions, from community banks to large multinational banks. He has acquired in-depth knowledge of risk related to mortgage origination and servicing for large and small financial institutions through these roles, where he served in the capacities of Regulatory Compliance Officer for Quontic Bank, Director of Internal Audit and Compliance for Uwharrie Bank, Senior Audit Leader for Wells Fargo, and Quality Control Manager for both Citi Private Bank and the United Nations Federal Credit Union.

With his comprehensive experience in lending and compliance, Joe brings a multifaceted perspective to matters of compliant lending, servicing, risk management, and audit. He has provided critical insight and leadership in guiding banks through multiple federal compliance and fair lending examinations, and has led enterprise-wide corrective actions related to consent orders and matters requiring attention (MRAs).

Joe holds a BA in Political Science from the State University of New York at New Paltz. He is a Certified Regulatory Compliance Manager (CRCM), a Certified Internal Auditor (CIA), a Certified Financial Services Auditor (CFSA), and he holds a Certificate in Risk Management Assurance (CRMA).
