
Howard Amer, Senior Advisor, assists banks, bank holding companies and state licensed non-depository institutions with federal and state bank supervisory and regulatory issues, in particular with respect to enforcement actions, potential bank failure, new bank formations, strategic planning and non-depository financial institution regulatory matters.
Howard was a senior official in the Federal Reserve Board’s Division of Banking Supervision and Regulation for much of his 32 year career within the Federal Reserve System. He managed several supervision functions, including multinational large bank supervision, automated surveillance, emergency preparedness, and strategic planning. He has extensive experience working directly with senior bank officials and boards of directors to navigate enforcement actions and efforts to comply with prospective and actual requirements imposed by federal and state bank regulatory agencies. After the Federal Reserve, Howard was the Associate Commissioner for Banking in the District of Columbia responsible for all aspects of bank and non-bank financial institution supervision. For five years, he worked closely with federal and state bank supervisors to address local and national issues pertaining to extensive deterioration in the financial markets and its effect on chartered banks and licensed non-depository financial institutions.
Howard earned his MBA in Finance from Northeastern University in Boston and his BS in Economics from the City College of New York.
